The Cost Manager supports programmes and projects by producing budgets and forecasts, managing cost performance, and delivering accurate financial reporting. The role plays a key part in monitoring expenditure, analysing trends, and ensuring cost management processes are implemented effectively across the portfolio. In addition, the Cost Manager helps train project teams in cost management standards and supports consistent delivery against these requirements.

Job Responsibilities

Budgeting, Forecasting & Cost Control

  • Produce and maintain budgets, forecasts, and expenditure profiles for all work within the construction portfolio, using approved work breakdown and cost breakdown structures.
  • Ensure budgets and forecasts are developed collaboratively with project stakeholders to create complete, consistent financial plans.
  • Maintain monthly status updates for all budgets and forecasts to support accurate reporting of progress and variances.

Cost Reporting & Analysis

  • Coordinate and produce cost reports and updated budgets in line with the defined reporting cycle.
  • Analyse project trends and changes, providing insight into risks, opportunities, and cost impacts.
  • Support the review and acceptance of supplier cost reports.
  • Integrate cost estimates and forecasts from contractors and suppliers into project reporting.

Change & Risk Management

  • Support the review of Change Requests and assess their implications for project budgets.
  • Assist in the monthly review of budgets and Latest Best Estimates (LBEs), ensuring alignment with schedule information to enable informed decision‑making.

Project Support & Insight

  • Conduct basic analysis of project plans to provide insights that enhance delivery and support decision‑making on dependencies and critical paths.
  • Work with Project Managers to ensure budgets and forecasts are robust, well‑defined, and appropriately challenged.
  • Share and challenge information relating to project scope, schedule, and cost to support effective cost control.

Reporting & Governance

  • Support the timely production of key programme reports, including the Monthly Programme Board Report, Monthly Performance Report, Quarterly Project Report (QPR), and other periodic cost reporting requirements.
  • Ensure cost management processes and procedures are followed consistently across the project.

Training & Continuous Improvement

  • Support the training of project personnel in cost management processes, tools, and systems.
  • Contribute to the continuous improvement of cost management practices across the programme.
